If it's Captain Blackeye, I see him being more of an enemy for Kazooie, considering Breegulls are seabirds and Blackeye is a pirate. However, I think basing a main villain on an animal that naturally preys on bears would also work.

Probably a poacher, humans would probably want to dissect anthropomorphic animals, most definitely a fictional bird breed
