Knowing Rare, that's actually not that unlikely. And yes, he just lies there on dry land until you bring him to the moat. In fact, taking into account the fact that Bottles' grave in Nuts & Bolts says that Bottles was dead for a week, we must assume that Banjo-Tooie takes place over a week, and you can't help Roysten until after you learn the Bill Drill move, which is in Glitter Gulch Mine, about 1/4 through the game....I'd say he's under that boulder for at least a day.
